Aviation Programs And Resources
The Virginia Department of Aviation provides many programs and resources supporting aviation development and promotion in the Commonwealth. These include educational programs, funding programs, aircraft registration, and airport licensing.
Educational Programs
The Virginia Department of Aviation offers many aviation education opportunities including teacher’s grants, an art contest, scholarships, and a photo contest, as well as information on Virginia’s flight schools, aviation maintenance schools, and institutions.

Ambassadors Program
The Virginia Aviation Ambassadors Program encourages pilots and aviation enthusiasts to visit all Virginia’s public-use airports and aviation museums and attend safety seminars and special airport events such as fly-ins. Participants will learn more about Virginia’s excellent air transportation system, experience the beauty of the Commonwealth as they travel to each airport, and have fun.

Airport Funding Programs & Resources
The Commonwealth of Virginia maintains one of the nation’s most comprehensive and advanced statewide aviation systems.Â
An integral part of DOAV’s mission is to provide funding to assist eligible airport sponsors with the planning, development, and promotion of airports. DOAV manages five funding programs to support this mission.

Aircraft Registration
The Virginia Department of Aviation registers aircraft and issues contract carrier permits. The types of aircraft that should be registered in Virginia are:
- aircraft owned by a resident of Virginia
- aircraft owned by a non-resident and located in Virginia 90 non-consecutive days during a calendar year period, including aircraft located at public-use airports, private-use airports, heliports, and landing areas
- aerial application aircraft operating Virginia
- commercial aircraft operating in Virginia
It is a Class 1 misdemeanor to operate an aircraft that is not registered in Virginia.

General Aviation Airport Security
The Virginia Department of Aviation provides funding for projects to enhance the security of public-use general aviation airports in Virginia and supports the work of AOPA’s Airport Watch, the Virginia Fusion Center, and TSA.
