Airport Funding Programs

The Commonwealth of Virginia maintains one of the nation’s most comprehensive and advanced statewide aviation systems. To support the continuing growth and operation of this system, the Virginia Aviation Board (VAB) has developed funding programs to assist sponsors of public-use airports with a variety of improvement activities ranging from planning to construction to promotion.

The Airport Services Division and Communications and Education Division manage these programs on behalf of the Virginia Board of Aviation.

Commonwealth Aviation Fund

The Commonwealth Aviation Fund provides funding for capital planning and engineering projects that focus on airport facility development. These projects include master plans and airport layout plans, environmental studies, land acquisition, airport facility design and construction, and terminal building design and construction. The Virginia Aviation Board awards allocations of these funds to eligible airport sponsors, and DOAV’s Airport Services Division manages the projects.

Maintenance Program

The Maintenance Program provides funding for non-recurring maintenance to assist sponsors keep the facilities in a safe and economical operating condition. The program is designed to encourage and assist airport sponsors with the implementation of preventative maintenance programs that will extend the useful life of the facilities and reduce the frequency of their replacement or reconstruction. DOAV’s Airport Services Division manages the program.

Facilities and Equipment Program

The Facilities and Equipment Program provides funding for the installation of electronic communication, navigation, and information systems that enhance the safety of flight and the utilization of Virginia’s air transportation system. DOAV will own and maintain some of these systems, and for others, a sponsor will have ownership and responsibility for system maintenance. DOAV’s Airport Services Division manages the program.

Voluntary Security Program

The Voluntary Security Program provides funding for projects to enhance the security of public-use general aviation airports in Virginia. The program funds security plan development and projects supporting the implementation of these plans. DOAV’s Airport Services Division manages the program.

Aviation and Airport Promotion Program

The Aviation and Airport Promotion Program helps stimulate aeronautical activity and promote aviation across the state by raising awareness in the business and public sectors about the programs and services provided and the economic benefits generated by Virginia airports. The program provides funding to airport sponsors for the promotion of commercial aviation services and general aviation activities. DOAV’s Communications and Education Division manages the program.

Governor's New Airline Service Incentive Fund

The Governor’s New Airline Service Incentive Fund provides grants to airlines serving local, regional, national, and international airports in the Commonwealth of Virginia. The fund was created to encourage airlines that currently serve the Commonwealth, as well as new entrant airlines, to initiate new airline passenger service to markets that currently have no nonstop airline passenger service from an airport or that DOAV determines to have inadequate nonstop round-trip airline passenger service from an airport.

General Aviation Airport Voluntary Security Certification Program

The General Aviation Airport Voluntary Security Certification Program assists general aviation airport sponsors improve security and prevent unlawful activity at airports. This assistance includes providing sponsors with education, resources, and technical assistance to evaluate potential security threats, develop security plans to meet their specific needs, and improve upon existing security practices. The goal of the program is to ensure that each airport achieves the appropriate level of security for its service role, physical characteristics, and operational characteristics without undue financial and administrative burdens being placed on sponsors. DOAV offers funding through the Voluntary Security Program to support security plans and security improvements for public-use general aviation airports in Virginia.

Virginia Air Transportation System Plan

The Virginia Air Transportation System Plan (VATSP) sets the vision for the state’s aviation network by addressing Virginia’s aviation infrastructure and policy needs. The plan documents the existing system with photos, maps, and data; identifies airport improvements needed; sets priorities for funding; proposes aviation policy and continuously supports the system through special studies, updates, and reviews as the system evolves.

The VATSP update blends the maintenance of existing airports, with the strategic development and enhancement of the facilities at current airports, along with the development of new system airports. The VATSP helps Virginia keep pace with new aviation technologies such as NextGen. The plan provides direction to meet transportation needs, to serve aviation demand, and to provide economic support through the planning period. Collaboration among the Virginia Department of Aviation (DOAV), the Federal Aviation Administration (FAA), and sponsors of public-use airports in Virginia is needed for the success of this plan.

The VATSP is updated every five to ten years to respond to changes within the aviation industry, projected shifts in funding, and to consider new technologies and opportunities.
