Office of the Director

The Virginia Department of Aviation (DOAV) is led by an agency director who is appointed by the Governor of Virginia and serves under the direction of the Secretary of Transportation.

As the agency director; Gregory W. (Greg) Campbell oversees four strategic areas aligned with the Virginia Department of Aviation.

The agency director, along with DOAV’s Executive Leadership Team, is responsible for ensuring that the agency accomplishes its mission to improve airport facilities, provide safe air transportation, cultivate new technologies, inspire the next generation, and foster economic development in the Commonwealth.

DOAV Divisions

DOAV is divided into four divisions including: Airport Services, Communications and Education, Flight Operations, and Finance.

Aviation Technology

The Office of the Director provides oversight and reporting on aviation technology in the Commonwealth.

Information Technology

The Information Technology office provides support to the agency in the areas of information security compliance, IT resources, desktop support, application development, IT project management, and the development and maintenance of the agency website. 

VSATS

The Virginia SATS Lab Inc. is an IRS Section 501(c)(3) nonprofit organization that operates exclusively for scientific and aviation educational purposes. 

Gregory W. (Greg) Campbell - Agency Director

Greg Campbell was named Director of the Virginia Department of Aviation (DOAV) effective February 14, 2022. Prior to his appointment by Governor Glenn Youngkin, Greg was the executive director of the Shenandoah Valley Regional Airport, a position he held for 30 years.

As DOAV Director, Greg oversees a team of 35 professionals who grow local communities through development, serve the 65 public-use airports across the Commonwealth, meet the transportation needs of Virginians, assist in workforce development, and support the $25 billion aviation industry in Virginia.

In addition to his daily responsibilities, Greg serves on board of the Governor’s Aerospace Advisory Council, the Virginia Commercial Space Flight Authority, the Virginia Resources Authority, the Washington Airports Task Force, the Virginia Small Aircraft Transportation Systems Lab, and the Virginia Aeronautical Historical Society.

Greg is a certified member of the American Association of Airport Executives and a past president of the Virginia Airport Operators’ Council. He is a past president of the Greater Augusta Regional Chamber of Commerce, former chairman of the Shenandoah Valley Partnership, and recently served as a board member on Go Virginia Region 8.

Greg was named Airport Manager of the Year in 1996 and was selected as Aviation Person of the Year in 2012. He received the James Madison University Public Servant Award in 2013. Greg earned his bachelor’s degree in political science at Bridgewater College.

Laurie’s team manages day to day business processes and ensures that fiscal and accounting functions of the agency are performed in accordance with Commonwealth policies and procedures.

John’s team supports DOAV’s organizational mission by helping to build the public’s appreciation of the importance of aviation and working to inspire the next generation of aviation professionals.  

Vernon Carter

Airport Services Director

Vernon’s team manages funding programs and provides technical assistance to airport sponsors and managers, consultants, local governments, and other stakeholders.
Watson Felts

Flight Operations Director

Watson’s team maintains and schedules state-owned aircraft to provide safe, secure, and cost-effective transportation for emergency services, economic development prospects, the administration, and other Commonwealth of Virginia agencies to conduct of their business.

John Saul

IT Manager

John oversees support for agency staff in matters of information security, awareness training, VITA required reporting, development of the agency website, application development, and general desktop support.
