The Finance and Administration Division provides essential services to support the agency’s mission by performing the day-to-day business operations. Our team is committed to providing efficient and cost-effective business support to the agency’s divisions and the Office of the Director.
Major Finance and Administration function areas include:
Assess projected revenues to identify resources for various funding programs and support to the public-use airports as the agency’s ability to fund projects is dependent on revenue collection.
Performs monthly financial certifications and the annual ARMICS certification to maintain compliance and credibility with Commonwealth policies and procedures.
Collaborates with the agency’s Executive Leadership Team to attract, retain, and grow a highly talented, committed, and diverse workforce and to identify and address personnel needs.
The division works in conjunction with the Payroll Service Bureau to monitor and process payroll for agency staff and ensure pay is processed accurately and efficiently.
The Procurement Office provides purchasing services to all agency divisions. The office works with agency staff to procure goods and services to meet the agency’s needs while maintaining compliance with the Commonwealth’s purchasing policies and procedures.

Ben works closely with staff to procure goods and services in support of agency programs. He is responsible for ensuring the agency’s compliance with Commonwealth procurement rules and regulations.
Amy is responsible for the agency’s financial reporting and ensuring compliance with Commonwealth accounting policies and procedures. Amy also manages agency human resource programs, including recruitment and retention, professional development, and time and leave.
Sharon manages a variety of fiscal operations for the agency, including payroll, employee travel, and funding program reconciliation. She ensures agency compliance with Commonwealth policies and procedures for these areas.
Mona manages the financial services for the agency, including accounts payable, accounts receivable, and fixed assets. She has the primary responsibility to ensure the agency remains compliant in the payment and deposit processing. Mona is responsible for document management and retention for the agency.
John is responsible for budget development and maintenance. He monitors the agency’s operating plan and makes recommendations to the Executive Leadership Team for funding adjustments.
