Executive Air Service

The Flight Operations and Safety Division is responsible for operating, maintaining and scheduling state-owned aircraft to provide safe, secure, and cost-effective transportation for all state agencies.

Our team coordinates and supports flight service for use by state agencies to support emergency services, economic development prospects, and the Administration for the conduct of the Commonwealth’s business.  Aircraft are normally available on a first-come, first-served basis - with preemptive priority of the Governor and Virginia Economic Development Partnership (VEDP).  State agencies reimburse the Department of Aviation for flight expenses by paying an hourly rate.  We support access to communities served by most of the 66 public use airports in Virginia, as well as most of the other 5000+ public use airports in the United States.

Aircraft Fleet and Flight Cost

Our team maintains two state-owned Beechcraft King Air 350 aircraft that can seat 11 passengers.* The cost is $1,165.00 per hour of flight time. Costs are competitive for four (4) passengers versus airlines on short notice flights. Contact us for a comparison.

*The number of passengers that can be accommodated is dependent upon the combined weight of passengers and baggage being carried.

There is also a single-engine Cessna 182 that is billed at $150.00 per hour of flight time and a single-engine Cessna 206 that is billed at $175.00 per hour of flight time.  The Cessna 182 can carry 3 passengers and the Cessna 206 can carry 4 passengers.  They can also be used to transport small quantities of supplies or equipment on short notice as well as perform low altitude survey work.
