Contract Awarded for the Airport Terminal of the Future

WINCHESTER, VA – September 30, 2022: The Winchester Regional Airport Authority (“Authority”) is excited to announce that it has awarded a contract for the Airport Terminal of the Future project to G-W Management Services, LLC in the amount of $10,200,000.  The project entails construction of a replacement terminal building to meet airfield safety criteria defined by the Federal Aviation Administration (FAA).  The new facility is approximately 79% larger than the current building and includes leasable office space and a multipurpose business center that will enable the Authority to serve aeronautical users, businesses, economic development agencies, civic groups, local governments, and others.  “Through the design process we were intentional about making the building, and by extension, the airport, more of a community resource,” said Authority Chairman Bill Pifer.  Naming the project the Airport Terminal of the Future was a strategic decision intended to convey the Authority’s lofty vision for the new building.  “We hope to be a leader in preparing for advanced air mobility operations while also supporting broader community goals related to education, workforce development, and economic resilience.  It starts with the right infrastructure,” Chairman Pifer added.

Construction costs will be paid in part by a grant from the Virginia Department of Aviation (DOAV) and an economic development incentive championed by State Senator Jill Vogel (R-27).  “Our community should celebrate the investments being made to improve our regional airport,” she said.  “Our airport is an asset to the Commonwealth and these improvements will help attract and sustain new aerospace opportunities that will benefit the Shenandoah Valley for decades to come.”  A notable feature of the project is that it does not require direct contributions from local jurisdictions; instead the Authority will offset any debt service through new revenues generated by the facility.  “We worked tirelessly to develop a funding plan that reflected our financial goals and responsibility to local taxpayers,” said Executive Director Nick Sabo.  “We are proud to say we accomplished that.”  Construction is expected to begin in early 2023.
