Job Description:

 The Virginia Department of Aviation is seeking an Airport Services Division Director. The position reports to the Agency Director on policy, funding, technical, legislative, economic development, and other critical issues affecting aviation in Virginia and nationally. The position provides leadership and oversight of the Airport Services Division, which administers programs that support the public-use airport system; policy enforcement; and aviation innovation, including but not limited to uncrewed aerial systems, advanced air mobility, sustainable aviation fuels, etc.; management of a highly-trained technical work force; administration of a $30+ million budget. Other responsibilities include reviewing policies and collaborating with internal and external stakeholders to effect change; developing and maintaining working relationships with stakeholders in the aviation and innovation community; serving as a member of the executive leadership team; advising the Agency Director and Virginia Aviation Board on program policies; providing oversight of enforcement of licensing standards; and coordinating, preparing, and submitting studies and reports, including agency strategies and long-range planning.

 Qualifications:

 Minimum:  Experience in airport engineering, planning/environmental science, airport management, budgeting, policy management, governmental relations, and legislative practices. Extensive experience in directing and/or managing capital programs; engineering, environmental and planning projects; land-use projects; and conducting complex politically sensitive studies. Considerable knowledge of federal and state aviation security requirements and airport inspection best practices. Considerable knowledge of federal and state laws and regulations and state policies and their impact on the airport system capability to support the community and the Commonwealth. Knowledge/experience with emerging aviation technologies (Uncrewed Aerial Systems, Advanced Air Mobility, Sustainable Aviation Fuels, etc.) Ability to understand, interpret, and communicate federal, state, and agency-related policies. Demonstrated ability to communicate effectively, orally and in writing, with senior elected officials, stakeholders, and the general public. Proficiency in preparing technical and complex policy presentations, studies, and reports. Skill in building relationships, conducting high-level negotiations, monitoring and understanding shifting environments, including economic, political, social, business changes. College degree or combination of equivalent training and experience in engineering, planning, public administration or aviation science/management.

Preferred: Experience in management and development of a highly skilled work force. Experience in conducting economic and airport development discussions that involve the investment of public and private funds to assist the advancement of projects. Considerable knowledge and/or experience in financial management practices and grant administration. Experience in serving as a member of executive leadership team. Master’s degree in engineering, planning, public administration or aviation science/management. Private pilot’s license desirable.
